Testigo is the website of the Human Rights Documentation System Project establishing a national documentation network moderated by Ibon Foundation and supported by Misereor-Germany. This endeavor started last January 2008, and is focused on monitoring violations of economic, social and cultural human rights (ESCR).

Testigo, as a website and newsletter, primarily intends to publish and make public the most recent documented cases of violations human rights particularly ESCR. Consequently, it aims to tell the stories of the victims  --  majority of whom are workers, peasants and the marginalized  -- from their very own point of  view and experience. It is also hoped that Testigo will serve as vehicle to reach out to individuals and groups inside and ouside the country who are interested in promoting respect for human rights, and eventually they will make Testigo an outlet and contribute for publication their documentations on how the Philippine government implements, as covenant signatory, the International Covenant on Economic, Social  and Cultural Rights (ICESCR).

Testigo is to be jointly moderated with most of the articles also coming from the project partners: Karapatan-Bikol based in Legazpi CityNegros Concerns for Environmental Protection (NCEP) in Western Visayas; Karapatan-Southern Mindanao Region in Davao City; Kawagib Moro Human Rights Center in Maguindanao-Cotabato; and Karapatan-National Capital Region.

It is Testigos ultimate objective to not only be of help in educating the readers, but also encourage them to continue in further relying on their own struggles to assert their fundamental rights.
